PUBLIC DECLARATION
THE SAHARAWI ARAB DEMOCRATIC REPUBLIC IS A NATIONAL, REGIONAL AND INTERNATIONAL REALITY IRREVERSIBLE, AND ITS POLITICAL AND CULTURAL LINKS WITH LATIN AMERICA BUILDS BRIDGES WITH AFRICA
The visit of the President of the Spanish Government, Pedro Sánchez Pérez-Castejón, to Colombia, Ecuador and Honduras will be an opportunity to confirm the characteristic hospitality of the Latin American peoples, and at the same time, an opportunity to strengthen the bonds of friendship and cooperation with the Spanish people.
This visit takes place in a context in which several of these peoples are celebrating the bicentenary of their independence, through historic feats and acts that have enabled them to put an end to all forms of domination and colonialism, and to build democratic, sovereign, independent, intercultural and plurinational States.
Some twenty of these countries, including Colombia, Ecuador and Honduras, are founding members of the United Nations and have expressed their firm commitment to the pillars of its Founding Charter: peace and security, development and human rights. And, in particular, the right to self-determination of peoples, which has been incorporated in their respective constitutional texts.
The three countries also give high priority to multilateral diplomacy and respect for the principles of international law. They have signed and ratified the most important international human rights treaties and adopted numerous resolutions in favour of the legal equality of states and the end of colonialism.
These principles and commitments to the international community inspired their recognition of the Saharawi Arab Democratic Republic, proclaimed on 27 February 1976, as well as their participation in the Special Political and Decolonisation Committee of the United Nations General Assembly and in the Special Committee of the United Nations General Assembly and on the Special Committee on Decolonization in the case of Ecuador and Honduras.
The responsibility of the State to promote the implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples (UN General Assembly resolution 1514 (XV)) and respect by the UN General Assembly the advisory opinion of the International Court of Justice in The Hague of 16 October 1975 is also a response to the identification of the Colombian, Ecuadorian and Honduran peoples with the struggle of the Saharawi people for national liberation and full independence.
In such circumstances, the Kingdom of Spain and its government are obliged to fulfil their historic and legal obligations, and must put an end to the last colony in Africa. The Saharawi Republic is a national, regional and irreversible international reality, and its political and cultural links with Latin America are bridges with Africa, two continents twinned by their liberating acts and a future of friendship and cooperation.
