Mr. Gabriel Boric Font – President of the Republic of Chile
Present
HE Mr. president:
Encouraged by the principles that H.E. defended in his presidential campaign and on the basis of which H.E. was elected by the majority of the Chilean people, we write to you to request the recognition of the Saharawi Arab Democratic Republic (SADR) and the establishment of diplomatic relations between our countries.
Proclaimed in 1976 by the Saharawi National Council, the Saharawi Arab Democratic Republic is the only Spanish-speaking African Arab country. Western Sahara was a Spanish colony from 1884 to 1976. The SADR is the founder of the African Union (AU) and is recognized by 84 countries, most of which are African, Latin American and Caribbean countries.
Chile has been a member of the United Nations Decolonization Committee (C24) practically since its foundation and within this framework defines the situation of Western Sahara as a pending decolonization case. Our country does not recognize Morocco’s occupation of Western Sahara and considers that its decolonization must be resolved peacefully, through the mechanisms established by the UN and in accordance with international law to reach a just and lasting solution that considers the self-determination of the Saharawi people with a Self-Determination Referendum. All this in coherence with Resolution 1514 of the United Nations General Assembly, which enshrines the right to self-determination of peoples under colonial domination on which the UN and AU Resolutions for the decolonization of Western Sahara are based.
For 46 years the Saharawi people have suffered a systematic violation of their human rights in the territories occupied by Morocco. Thousands of Saharawi families live in refugee camps in Tindouf, Algeria, and in exile. Added to the plundering and plundering of their natural resources and common goods is an extensive wall of shame that divides their territory, separating the areas under illegal occupation from the liberated territories. The non-compliance with the Peace agreements and the breaking of the ceasefire by Morocco have triggered the war conflict again. This has damaged the trust in international legality of a peaceful people like the Saharawi who, like no other, have trusted the UN and, in particular, the United Nations Mission for the Referendum in Western Sahara (MINURSO).
Mr. president,
On November 30, 1999, through the then Minister of Foreign Affairs, Mr. Juan Gabriel Valdés, the Chilean government communicated in writing to the Saharawi authorities the decision to recognize the State of Chile as the Democratic Saharawi Arab Republic, a decision that for various reasons reasons did not materialize and that is pending after 22 years have elapsed.
The Chamber of Deputies and Deputies of Chile has requested for years on numerous occasions, approving Agreement projects addressed to the presidents of Chile, the recognition of the SADR and the establishment of diplomatic relations. In this regard, we highlight the Resolutions approved, No. 296 of 09/01/1999, project No. 59 approved on 08/04/2010 and Agreement No. 006 approved on 01/06/2014, which was also reported by Mr. President, with his strong support and approval as a deputy of the Republic at that time.
In May 2006, hundreds of representatives of human rights organizations (AFDD, Chilean Human Rights Commission) and the Central Unitaria de Trabajadores (CUT), social movements, students and academics, national prize-winners, intellectuals and artists, parliamentarians, mayors , and councillors, party leaders and political movements from a wide spectrum addressed a letter to the President of Chile, Dr. Michelle Bachelet, requesting recognition and establishment of relations with the SADR.
During the last 22 years, representatives of all the political forces of the former Concertación, right-wing UDI, RN and the group of left-wing and progressive forces have sent communications to the Executive branch requesting recognition of the SADR and taking action in defense of Human Rights. Humans of the Saharawi people, systematically raped by the civil and military authorities of Moroccan occupation in Western Sahara.
Mr. President, the pending recognition of the SADR and the establishment of diplomatic relations between our countries constitutes a humanist and sovereign act of recognition of the just cause of Saharawi independence and self-determination. And, at the same time, it will allow a contribution from Chile to the fulfillment of international legality with the realization of the Referendum for the Self-determination of the Saharawi people.
In addition, given the centrality of human rights defined by its presidency as the axis of our country’s foreign policy, Chile can only advocate for the protection and promotion of the Human Rights of the Saharawi people within the framework of the mechanisms established by the UN, integrating a human rights monitoring mechanism into MINURSO’s mandate.
With the considerations of our highest respect and esteem,
June 2022
