PUSL.- On the occasion of the international solidarity conference for Western Sahara on 2-3 December in Berlin, an interparliamentary discussion took place with members of parliament from Africa, Asia, South America and Europe in the Bundestag.

Final declaration of the Interparliamentary Conference held in Berlin on 2 December 2022
We, parliamentarians in favor of self-determination for the independence of Western Sahara, gathered at the Bundestag on the margins of the 46ᵉ EUCOCO, organized in Berlin, express appreciation to the German government for having allowed the holding of such a meeting in good conditions.
We also thank the organizers and participants of the EUCOCO Conference, and express our satisfaction with the momentum of solidarity around the Saharawi people, which is growing year after year, in large thanks to this vast movement of international solidarity who never stopped demanding justice for the Sahrawi people.
At the same time, we express our deep concern with regard to the UN, which has still not been able to organize the referendum, despite its presence in the territory for more than thirty years.
As representatives of the people, we denounce such a situation which not only harms the Sahrawi people, but also weakens international law and consequently complicates the resistance of other peoples who are fighting against foreign occupation, having made the law of force take precedence over the power of law.
We therefore ask the UN to assume its responsibilities without further delay by organizing this long-promised referendum, but never carried out, and to allow the Sahrawi people to freely decide their destiny and that of their country.
The human rights situation in the occupied territories is catastrophic with the most serious violations being committed systematically and methodically by the occupying force, sometimes in full view of MINURSO without the latter being able to act. We denounce such a situation, and we ask that MINUSRSO should be mandated to watch human rights situation and protect defenseless Sahrawi civilians.
We strongly denounce the u-turn of the Spanish government, which has decided to support, illegally and immorally, the Moroccan colonialist project of autonomy and call on it to return to international legality by denouncing the Madrid agreements and by assuming its responsibility in the completion of the decolonization of Western Sahara.
We also denounce the harmful role of France, which has continued to support Morocco and encourage it in its colonialist project. This country must cease its maneuvers within the Security Council with the aim of undermining the peace process and consolidating the colonial occupation in Western Sahara.
We call on the German government to act to speed up the peace process and to play a proactive role in putting an end to this abject colonialism that some seek to normalize, even legalize with culpable levity, without taking into account the dangerous consequences that may cause.
We underline with satisfaction the recent legal victories in favor of the Sahrawi cause at the level of the African Court of Human and Peoples’ Rights, at the level of the Court of Justice of the European Union which come to reinforce the judgment of the International Court of Justice in The Hague and we denounce the EU countries that have appealed the decision of the CJEU. We ask them to stop associating with the Moroccan occupier in the plunder of Sahrawi resources. Such an association weakens the efforts made for peace, strengthens the Moroccan occupation and prolongs the suffering of the Saharawi people.
We pay tribute to the heroic resistance of the Sahrawi people who struggle to gain their inalienable right to live in peace, freedom and independence in their country.
Aware of the importance of parliamentary action, we have decided to support and strengthen the Interparliamentary Network for Western Sahara (RIPSO) and decided to hold its next meeting in Algeria, a country that has consistently supported the right of the Sahrawi people and protected the refugees.
We call on our fellow parliamentarians around the world to join us in our fight for the right of the Sahrawi people to self-determination for independence.
