PUSL / Jornal Tornado .- Horst Köhler, who was the president of Germany for six years, left his post as UN-SG personal envoy to the territory of Western Sahara. His departure for health reasons leaves the conflict to settle, a decades-long dispute in limbo.
The former German president announced he would step down on Wednesday, two years after assuming the role of personal envoy to the UN Secretary-General for Western Sahara.
Mr Koehler, 76, informed the UN Secretary-General, António Guterres, in a telephone call, the UN statement said.
Former President Köhler spearheaded UN efforts to end the long-standing impasse between Morocco and the Polisario Front. Read more

Berlin, March 3, 2019 (SPS) – At the invitation of the Personal Envoy of the UN Secretary-General for Western Sahara, Horst Köhler, the Sahrawi negotiating delegation will hold consultations with Mr. Koehler in German capital Berlin from Monday to Tuesday.
The consultations come in the context of Mr. Koehler’s efforts aimed at activating the United Nations-sponsored political process in Western Sahara. In his briefing to the Security Council on 29 January, the UN Secretary-General Personal Envoy of had announced his intention to invite the parties to the conflict, the POLISARIO Front and Morocco, to hold private consultations with him to discuss several issues related to the political process and to prepare for the second round of talks in Geneva this month. PUSL.- Then the UN Secretary-General’s personal envoy for Western Sahara wants to call for end-of-year talks between Morocco and Polisario Front to end a a decades-long conflict, said the Security Council chairman on Friday.
Horst Koehler, former German president and former director of the International Monetary Fund, informed the Council behind closed doors of his efforts to restart negotiations after a ten-year period in which it was not possible to bring the parties together because of Morocco’s intransigence in respect of the premise on which the ceasefire agreement was based in 1991, the holding of a self-determination referendum.
The press conference following the meeting with statements by British Deputy Ambassador Jonathan Allen, whose country holds the presidency of the UN Security Council this month, was not broadcast on UN television, curiously at the very start the transmission was paused. Read more

AFP.- The UN envoy for Western Sahara, former German President Horst Koehler, will meet again in late June with the parties in conflict to press for the resumption of peace negotiations, diplomatic sources said on Tuesday.
According to one of these sources, who spoke on condition of anonymity, Koehler plans to meet with the Moroccan authorities on June 28 and 29 in Rabat. He should also travel to El Aaiun, in Western Sahara, to make contact with the blue helmets of the ceasefire observation mission (Minurso).
Another source said that the emissary should also go to Tindouf, where the Polisario Front is located, at the western end of Algeria, specifying that the precise dates of this trip have not yet been defined. Read more
Press release on Foreign Minister Sergey Lavrov’s meeting with the UN Secretary-General’s Personal Envoy for Western Sahara Horst Koehler
On April 10, Russian Foreign Minister Sergey Lavrov received Personal Envoy of the United Nations Secretary-General for Western Sahara Horst Koehler, who arrived in Moscow on a working visit.
During the meeting, it was stressed that there are no alternatives to a political settlement of the Western Sahara problem in line with corresponding UN Security Council resolutions. It was pointed out the drafting of a mutually acceptable scheme for a settlement on Western Sahara would promote the general improvement of the situation in North Africa.
The Russian side expressed support for the mediatory efforts of the UN Secretary-General and his personal envoy, as well as for the UN Mission for the Referendum in Western Sahara (MINURSO) and its key role in maintaining regional stability. Read more

At MINURSO headquarters, preparations for the German mediator have already begun, including painting of the headquarters.
During his stay, the personal envoy of the UN Secretary-General plans to tour, by plane, the four Team Site of MINURSO installed in the region. In El Aaiun, Köhler should also meet with representatives of pro-Polisario associations, unionists and Moroccan authorities.
